I was looking for some information on the Town of Chapel Hill web site about Halloween logistics yesterday, and I came across some interesting data. It seems that since the town instituted the new "Homegrown Halloween" rules in 2008 to keep the the downtown party more manageable, they have greatly reduced the size of the party, but the cost to the Town is about the same!
I don't doubt that the evening is a much safer and probably healthier one for most of Chapel Hill, but I worry that the clamp down may also put a damper on the fun.
Every fall, 15,000 visitors flock to downtown Chapel Hill to experience Festifall, Orange County’s premier outdoor arts festival. The annual event always provides crowds an excellent opportunity to see and buy arts and crafts from a select group of regional artisans, and to witness some of the finest dance groups and bands around. But this year, event-goers will be able to engage with the arts with all their senses.
New attractions will give folks a chance to create individual and community works of art, sample fare from many of downtown’s nationally acclaimed restaurants, and experience the Kid’s Canvas, a family-friendly zone sure to please children of all ages.

For years, young black folks (mostly from Durham, we're told) have been congregating on the streets after Apple Chill. This wouldn't be a problem except that they clog the streets with their cruising, and they tend to get into fights with each other. Guns have been pulled more than once.
Making 'After Chill' a Town-sanctioned event should be a very effective way to make it uncool and therefore totally unappealing to young folks. Will the kids just find someplace cooler to hang out, or will this dissipate their energy? Either way, it will increase the safety of our strets in Chapel Hill. Kudos to Apple Chill for this effective response.
